在选址的基础上，完成雪场的初步规划设计，以便为项目的可行性调研和最终总体规划设计提供基础；初步规划设计要完成雪道的设计（包括初级道、中级道、高级道、戏雪区、集中区，地产开发区，等），以及索道魔毯的配置、造雪系统的配置和接待设施的配置、供水供电、道路、停车、度假村和地产的开发配置。 

在对山地资源开发条件进行充分的解读下，雪岭公司能够结合行政条件、道路、气象、供水、供电和市场和商业环境完成初步规划设计；在初步规划的基础上对商务规划进行多次优化调整，并在电脑上以运营数据模拟的方式预测项目未来10年项目的运营成本、投资收益和项目的内部收益率（IRR），在调整的基础上形成最终的总体规划设计。

With a thorough understanding of the development conditions of a mountain resource, MAS Limited can complete preliminary planning based on administrative conditions, roads, meteorology, water supply, power supply, and market and commercial environment; On the basis of preliminary planning, optimize and adjust the business plan multiple times, and predict the operating costs, investment returns, and internal rate of return (IRR) of the project over the next 10 years by using operational data simulation on a computer. Based on the adjustments, form the final Master Plan.
