雪岭公司将在选址的基础上完成雪场初步规划设计，为项目的可行性研究和最终总体规划设计提供依据。初步规划设计要完成雪道的设计，以及索道、魔毯的配置、造雪系统的配置和接待设施的配置、供水、供电、道路、停车场、度假村和地产开发配置。
在初步规划的基础上，雪岭公司将根据行政法规规定，结合道路、气象、供水、供电、市场和商业环境等条件制定商务计划设计；并在经济分析的基础上对初步规划和商业计划进行反复优化调整，找到最佳的内部收益率（IRR），进而完成最终的总体规划设计。
 
 
在完成总体规划的同时，雪岭公司将完成大量的报告，这包括：气象调研报告、商业计划书、经济可行性分析和利润预测报告、总体规划设计，滑雪度假村和建筑规划等。如需要，雪岭公司还可以编写项目获得政府审批所需的立项报告参数。
在近30多年的项目开发过程中，雪岭公司开发了滑雪度假村经营模拟软件，以用来预测山地度假村未来的经营状况；雪岭公司能够根据市场环境预测项目未来10年的收入状况，并能模拟出滑雪场投资的内部回报率（IRR），以帮助投资者做出最佳的决策！到目前为止，所有的预测都与实际经营状况相符。

 Business and Master Plan for Ski Resorts
 
After the mountain selection, MAS will do a preliminary master plan in order to lay a foundation for the feasibility study. The preliminary master plan will include the ski slope design and configurations for lifts, snow making system, service building, water & electricity needs, car parks, real estate development and others.
 
Starting from the preliminary master plan, and according to administrative regulation, and together with access road, weather condition, water & electricity supply, market and business environment, as well as other relevant considerations, MAS can make a business plan.  Taking into account the economic study, MAS will optimize the preliminary plan and business plan repeatedly to arrive at the best IRR before finalizing the master plan.    
 
While doing the master plan, MAS will make a number of reports, such as, Weather Study Report, Business Plan, Economical Feasibility Study, Profit Forecast Report, Master Plan, Ski Resort Village and Architecture Planning. If needed, MAS can also do specification for “lixiang” report needed for government approval.
 
Over the last 20 years, MAS has developed a simulation program for ski resort operation for the purpose of forecasting ski resort operation. MAS can, according to the market environment, forecast incomes for the coming 10 years, and can work out the IRR for a ski resort investment, assist investors in making the best decision, and so far, all forecasts made by the program correctly comply with actual operating conditions.
